TRANSPORTATION PROVIDED TO OR FROM DAYCARE LOCATIONS

Minnesota statute 123B.92 allows school districts to designate a licensed day care facility, respite care facility, the residence of a relative, or the residence of a person chosen by the pupil's parent or guardian as the home of a pupil for part or all of the day, if requested by the pupil's parent or guardian, and if that facility or residence is within the attendance area of the school the pupil attends.

The District will provide transportation service to or from a daycare provided that:
1) The daycare is a licensed daycare, the residence of a relative, or the residence of a person chosen by the student's parent or guardian.   Transportation will not be provided to or from the parent or guardians work location.
2) The daycare address must be within the District boundaries, must be within the attendance area of the school, or the transported area for a school receiving students under the District's state approved Desegregation Plan, and must be over one mile from the school.
3. The student must be coming from and/or going to the daycare address five days per week. The District will not provide transportation from multiple addresses or to multiple addresses.

Important Points to Remember:
• Daycare transportation is only provided as authorized in Minnesota Statute 123B.92.
• A daycare center must be licensed by the Minnesota Department of Human Services. A home daycare must be licensed by Ramsey County Human Services Family Childcare Licensing Office.
• Daycare transportation is only provided to elementary age students.
• Daycare transportation is not provided to students going to after school tutoring or recreational programs unless the programs are licensed by the Minnesota Department of Human Services as a daycare centers.
• Daycare transportation is not provided across attendance area boundaries except as part of the normal route structure for schools receiving students under the state approved desegregation plan.
• Daycare transportation is never provided across the School District boundaries, nor may a resident student be dropped off near the border to walk to a daycare site which is located outside of Saint Paul.
• A Transportation Department Application for Day Care Transportation, which is available from your school office, must be completed for any student who is coming from a daycare that is located over one mile from school, but who resides under one mile from school. This includes magnet and desegregation program students who are boarding and/or leaving the school bus at existing stops.
