May 20, 2003, marked the 78th Annual Saint Paul School Police Parade and Picnic.

The School Patrol Parade was held in downtown Saint Paul as 2,500 School Patrol members in units from Saint Paul public, non-public, and charter schools, marched from the Farmer's Market area at Fourth and Jackson through Downtown to Fifth and Washington near the Xcel Energy Center.

Saint Paul Chief of Police William Finney, a former School Patrol member, served as Grand Marshall of the Parade.  The Captain, Command Master Chief, and some of the crew of the nuclear attack submarine Minneapolis-St. Paul (SSN-708) rode in the parade.

The marching Patrol members were accompanied by bands from Arlington High School, Central High School, Highland High School, Humboldt High School, Johnson High School, and Ramsey Junior High.

Following the picnic the School Patrol Parade patrol members were transported to Como Park for the annual picnic which included food, amusement rides, prizes, and other activities.
