Saint Paul Police Officers who have Supervised the School Patrol Program

Since the School Police Program was founded in 1920, seven Saint Paul Police Officers, Inspector Frank Hetznecker, Lieutanant Henry Winterhalter, Officer Henry Atzmiller, Officer James Wicklund, Officer Fred Slemmons, Officer Don Banick, and Officer Charles Ly, have supervised the School Police.

    Hetznecker.jpgIn 1920, then Sergeant Frank Hetznecker was assigned was assigned to work with Inspector Gus Barfus to organize the new Saint Paul School Police Program. Sgt. Hetznecker, who rose to the rank of Inspector, worked with officials from the Departments of Public Safety and Education of the City of Saint Paul, and the Superintendent of the Archdiocese Schools, to organize the new program. Inspector Hetznecker was the guiding hand behind the new program and served as Superintendent of the Saint Paul School Police until his retirement from the Saint Paul Police Department in 1950. Inspector Hetznecker passed away in 1962 at the age of 73.

    Lieutanant Henry Winterhalter
    Winterhalter 6X10.jpgLieutanant Henry Winterhalter served as assistant to Inspector Hetznecker for several years. Upon the retirement of Inspector Hetznecker in 1950, Lt. Winterhalter assumed the responsibility for Supervision of the Saint Paul School Police Program . Lt. Winterhalter, like Inspector Hetznecker, served as Patrol Supervisor for 30 years and was deeply involved in the daily operations of the School Police. Many thousands of School Patrol Officers knw and respected the legendary Lt. Winterhalter. Lt. Winterhalter passed away in 1989 at the age of 74.

    Officer Henry Atzmiller
    Hnery Atzmiller Officer Henry Atzmiller served as assistant to Lieutanant Henry Winterhalter for many years. Officer Atzmiller assumed the responsibility for supervision of the Saint Paul School Police Program upon the retirement of ILt. Winterhalter in 1970, Officer Atzmiller served as supervisor of the School Police Program until ______.

    Officer James Wicklund
    Jim Wicklund.jpgOfficer James Wicklund was appointed School Patrol Coordinator upon the retirement of Officer Henry Atzmiller. Officer Wicklund worked to improve the school police program and ensure uniform operations throughout the School District. Officer Wicklund was also deeply involved in school bus stop arm violation enforcement. Upon his retirement from the Saint Paul Police Department Officer Wicklund joined the Transportation Department as a Traffiic Operations Supervisor, supervising the safety operations of District and contract school bus drivers.

    Officer Fred Slemmons
    Fred 1 pictOfficer Slemmons served as an "Officer Friendly" for many years providing safety training to a number of Saint Paul public elementary schools. In his capacity as an Officer Friendly, Officer Slemmons worked with the Transportation Department in pedestrian and bicycle safety training. Upon the retirement of Officer Wicklund the Transportation Department requested the assignment of Officer Slemmons as School Patrol Coordinator.

    Officer Slemmons served as School Patrol Coordinator for ten years. He devoted many extra hours to "his kids" and the school police patrol program, often working nights and weekends on special projects for the patrol members. He introduced a number of innovations to school patrol training and to the annual school patrol picnic. Following his retirement from the Saint Paul Police Department Officer Slemmons continued his law enforcement career as an officer with the State Fair Police Department.

    Officer Don Banick
    Don BaneckOfficer Don Banick served for a number of years as a School Resource Officer (SRO). He was assigned as a street patrol officer before being appointed as School Patrol Coordinator upon the retirement of Officer Slemmons. Officer Banick worked to improve school patrol training at all District public and nonpublic schools. Officer Banick served as School Patrol Coordinator for one year before requesting to return to his beloved position as a School Resource Officer.
