| Special Transportation Service |  | The Saint Paul Public Schools provides special transportation service to over 2,100 to students who require special service due to their disability. Transportation service is based upon the needs of the student, not a parent or sibling, and may involve a curb to curb service, a management aide, or a lift bus for a student who utilizes a wheelchair.
All pick-up and drop-off locations are scheduled by the Transportation Department. The school or school bus driver do not have the authority to change pick-up or drop-off points.
The parent or guardian is responsible for informing the school of the correct pick-up and drop-off locations before transportation is scheduled. A student may have different pickup and drop off locations, however he/she must come from the same address five days per week and go to the same address five days per week. Under no circumstances will the District provide transportation from more than one address or to multiple addresses. Temporary address changes of less that five school days cannot be accommodated.
The District policy on the use of the school bus eight light system prohibits use of the red lights and stop arm at any pickup or drop-off where the student requires assistance. The system is not utilized when picking up wheelchairs, students who are physically handicapped, or students who must be assisted onto and off of the school bus.
A school bus which is not utilizing the eight-light system cannot legally load double parked. It is very important that the curbside area in front of a location where a student who requires assistance is picked up or dropped off be keep clear of other vehicles to allow the school bus to park curbside. If the area is not clear the school bus must pull forward to the nearest available curbside area that this large enough to accommodate the school bus.
The City of Saint Paul will erect restricting signage for handicapped loading in residential areas at cost to the homeowner. Parents/guardians may arrange for the installation of handicapped loading area signage by contacting Mr. Duane Jagiello, Traffic Engineering Division, Saint Paul Public Works Department, at 651-266-6205.
The student must be ready to board the school bus at the designated pickup time. The school bus cannot wait for students who are not ready at the designated time.
The school District's responsibility for supervision of the student starts and ends at the door of the school bus. The parent or guardian must supervise the child between the home and the door of the school bus and must meet the child at the bus on the return trip home from school.
A responsible person known to the driver and the bus assistant must be available to receive and supervise special education students unless they are on a program exempted from this policy or have been exempted from this requirement by the IEP team.
The parent or guardian must provide the school with an emergency alternate drop-off location to be used in the event that a responsible person known to the driver and/or bus assistant is not available at the drop-off location to receive the student. In the event that a responsible person known to the driver or bus assistant is not available to receive a special education student, and the parents have not provided an emergency alternate drop-off location, or the designated emergency alternate person refuses to accept custody of the child, the student will be transferred to the Saint Paul Police Department as an abandoned child.
