Saint Paul School Patrol Program

The Saint Paul Public Schools Transportation Department is responsible for administration of the Saint Paul School Police Program which is more commonly referred to as the Saint Paul School Patrol. Direct supervision of the program is provided by Officer Charles Ly, Saint Paul Police Department, who supervises the Patrol Program under a contract between the District and the City of Saint Paul.

The Saint Paul School Police Program was founded in 1920 and is believed to be the oldest school patrol program in the world. The School Police Program was the result of cooperative planning and implementation by the Saint Paul Police, the City of Saint Paul Department of Education, which was the forerunner of the present Independent School District No. 625, and Archdiocese of Saint Paul and Minneapolis.

After many months of planning the program became a reality on February 21,1921, when the first School Police Crossing was made at Summit Avenue and Kellogg Boulevard. From that first beginning the program has grown to encompass schools through the United States and Canada, as well as other parts of the world. Currently School Patrol serves students in all Saint Paul Public elementary schools and in most nonpublic and charter schools within Saint Paul.

The primary responsibility for the supervision of students who are not eligible for School District provided transportation service rests with the parent or guardian. The School Patrol is a voluntary program which is offered by the District and our schools to safely escort child pedestrians safely to and from school. The District is not required to operate a school patrol program and the lack of a patrol at a nonpublic or charter school does not necessitiate the provision of transportation to ineligible students who would normally walk with a school patrol line.
